THE POSITIONS of Vice President (VP)-Internal and Public Relations Officer (PRO) of the Artlets Student Council (ABSC) will be declared permanently vacant until the next general elections should the third filing for special elections fail, said the Board of Majors (BOM).
In a resolution released Wednesday, the BOM declared the VP-Internal and PRO posts temporarily vacant following the resignation of former VP-Internal Anika Imperial who stepped down for medical reasons on Oct. 25.

“Upon the third filing for special elections and no Artlet still wishes to vie for the positions and accomplish his/her certificate of candidacy, the AB Board of Majors […] shall declare the said positions permanently vacant until the next ABSC General Elections,” the resolution read.
The PRO seat has been vacant since the last general elections as no Artlet ran for the position. The AB Commission on Elections (Comelec) opened the filing for certificates of candidacy on Sept. 13 and Oct. 15 in an attempt to complete the ABSC Executive Board, but neither period yielded any candidates.
A call for leaders
Elections are costly and a waste if no one is willing to file a candidacy, BOM Speaker John Steven Usero told the Flame.
“Hindi naman tama na paulit-ulit tayong nagdedeklara na magkakaroon ng mga panibagong special elections kung wala namang nag-f-file,” he said.
“Gusto ko rin i-emphasize na ‘yung kulang natin sa kolehiyo, at naturingan pa tayong liberal arts, [ay] ‘yung pag-ako sa responsibilidad at pagkakaroon ng initiative para mamuno. […] Siguro, statement na rin ‘to na kailangan makita ng mga tao kung anong nangyayari sa isang konseho kung hindi nakikita ‘yung initiative ng mga tao para tumakbo at mamuno,” he added.
Comelec Chairperson Giselle Manzano said the third filing for special elections should have been held on Wednesday but has been moved because the BOM’s resolution was delayed. F
